After switching language, balloon help for opening morph is still shown in the language at the time the morph was created. That should respond to language switching.

This feature will be useful for reusing contents including book or tool-like widget (All Scripts Tool or World Stethoscope, for example) for languages other than original.

[NOTE: I'm uncertain what the "opening morph" means in this bug report...)

I believe "opening morph" means, an already open morph. In other words, changing language doesn't change the language for stuff that's already open. Is this the case?
